Project Charter Checklist This Project Charter Checklist includes tips on the development of a charter which is the primary document at the project initiation phase. Following the checklist will help you understand how to make an overview of your project, set project authority and milestones, and solve aspects of project organization.

Project Statement.

  • Business Problem. Your first step to design a project charter is about writing a description of the business problem to be solved by your project. You need to communicate with your project sponsor (project initiator) and discuss details of the business problem. A business problem description is used to set up further instructions, so be sure it is written in simple words and expressions.
  • Project Description. Once the business problem is identified, your next step is to develop a general description of your project in which the approach for solving the problem will be stated. In your project description, try to clearly summarize how the project will solve the business problem, what objectives will be met and how to measure performance. Your project description is the basis for stating deliverables.
  • Project Goals & Objectives. You need to create a description of goals & objectives of the project with reference to your business problem description. Goals of your project will point to the expected outcomes. Objectives will define how the expected outcomes will be achieved. Your description of project goals & objectives should be written considering available budget.
  • Project Requirements. A description of project requirements refers to identification of the project scope. An identified scope of your project will help you understand how the project will be accomplished and how to state requirements. It establishes an amount of working hours required for delivering the final product.
  • Critical Success Factors. At this step of process, you need to identify a set of characteristics (factors) critical to achieving success of your project. Each of the identified critical success factors should be clearly stated and understandable.
  • Constraints. Make a description of project constraints trying to focus on aspects of Time, Budget and Scope. Project constraints will be the basis for developing contents.

Project Authority.

  • Finance Authority. In your plan, you need to specify an amount of financial resources required for initiating and executing your project. Also, focus on determining the method of finance management and identify sources of authorization.
  • Control Authority. Establish control authority policies that will be used to adjust relationships between project participants and coordinate achievement of benefits.
  • Milestones. Create a list of milestones (deliverables and dates) that will represent progress of specific project objectives & goals.

Project Organization.

  • Structure. Outline an organizational structure for your project. It is advisably to build a graph representation of the structure in the form of a outline. Also, make a list of all functional elements and associate each of the elements with executing roles, such as Project Manager, Team Member, Supervisor, Sponsor, and Committee.
  • Responsibilities. Build a matrix of roles and responsibilities for your project organizational structure. The matrix should identify roles and responsibilities regarding approval and authorization of project deliverables. Key responsibilities will be assigned to managing critical project activities, such as quality, collaboration, communication, performance, and change control. Key roles will include Project Manager, Executive Sponsor, Risk Manager, Team Leader, QA Manager, and Change Manager.
  • Resources. Considering requirements of your project, you need to make a summary that will depict all resources required for performing the project.
